SCA President Matthew Paxton said John Rhatigan and Chuck Goddard are well-equipped to lead and represent the hundreds of partners that support America's maritime industrial base.[^1] Their leadership, he said, will strengthen the nation's shipyards and keep U.S. shipbuilding capabilities domestic. The Maritime Executive carried the statement in a report filed Sept. 18.

The Jones Act has been set aside before. President Bush temporarily waived it in 2005 for Hurricane Katrina relief. President Obama refused to suspend it in 2010 for Deepwater Horizon cleanup. It was suspended in 2012 after Hurricane Sandy for oil tankers on the East Coast.[^2]

In Hawaii and Puerto Rico, calls for change are ignored in Washington because special interests spend money to delay votes that benefit the nation.[^3] Joseph H. Pyne testified that preserving the Jones Act is essential to the nation's economic growth and its national and homeland security.[^4]

US domestic shipbuilding costs are too high to justify ordering newbuildings from US shipbuilders.[^5] Because of the Jones Act, US carriers cannot contract with overseas shipyards and thus keep their existing ships.[^6] Funding for US domestic shipbuilding is nearly impossible to arrange, and building in allied shipyards creates political problems for the military.[^7]
